Federal Government Announced Overhaul of Temporary Foreign Worker Program

Today, the Government of Canada announced changes to the Temporary Foreign Workers Program (TFWP).

Changes include:

  • an overhaul of the application process and the replacement of the Labour Market Opinion with a new Labour Market Impact Assessment
  • requirement for employers to report on the number of Canadian applicants received and interviews held
  • tying application approval to local unemployment rates in some instances
  • decrease in the duration of permits for Temporary Foreign Workers
  • caps on the number of workers allowed at each company
  • increase in the application fee
  • requirement of transition plans to eventually hire Canadian workers
